of Flat Rate (single tier) Pension
Single-tier reform
8....ends the current two-tier system of basic and additional State Pension. The key features of the single-tier pension are:
- A flat-rate payment, ... allowing the closure of means-tested Savings Credit for single-tier pensioners; (so end of Pension Credit new claimants)
- The State Second Pension, contracting out and outdated additions will end;
- 35 qualifying years for the full amount, with transitional arrangements for those with pre- implementation qualifying years. Those with fewer than 35 years, but above a minimum qualifying period (now agreed to be minimum of 10 years NI credits, when now as 12 months), will get a proportionally smaller amount;
- Everyone will qualify individually, ending inheritance of, and derived entitlement to a spouse or civil partner’s pension.
