Both Labour and Tories are both calling a surplus the non-paid state pension since last year 2013 from the National Insurance Fund
to women born from 1953 and men born from 1951.
This one third of the NI money cannot be spent on anything.

The flat rate pension will not pay out the top up to
someone turning 80 in 2016 who has only a part basic state pension,
nor allow a partner to inherit the state pension as widow/widower, nor grant the 60 per cent state pension to a housewife.
So repealing Pension Bills 2010-2014 would cost the taxpayer absolutely nothing.
Unlike the taxpayers' bill to fund the 11 per cent pay rise for all MPs coming in 2015, who have not lost the payout for women at 60 and men at 65 for their MPs' works pension.
