Fundraising 200 Club for Church funds

Can anyone advise me on the legalities needed to run a 200 club to raise money for the Church please?
I have tried the licensing dept at the council several times and have been assured that someone will contact me but they never do! I have also emailed them through the website, again with no response!
It would be open to parishioners only and restricted to the 200 numbers but we need to ensure we keep within the law (licences, records, prize amounts etc.) as we don't want our Priest to be arrested!
Is the anyone out there that already runs a similar club who can tell us the dos and don'ts please?
