Ever since I rec'd 700e for selling my French house to state I have been refused any help by all French agencies the French assume 700e a month is excess to pay for all bills to maintain old house and live and I get charged taxes on top

I don’t understand your post. Are you saying you sold a house in France to the French government for a one-of payment of 700 euros? That sounds like a very low amount. Do you live in France?

700euros a month?
What old house are you maintaining?

ASPA is the French state pension for those on low incomes according to Google

Not sure what you're hoping to know from us Grans. With respect some of us know very little about French ways of going about life which affects it's pensioners.
I'm sorry if you find yourself in dire straits. Would you care to clarify? From that we may be able to offer some helpful responses.
