Appeal for money on local website

There is a local in need group on Facebook, where people needing food, money, or household things post. There are often people asking for money for electricity, I have collected their key and put money on or transferred money to them.

I would assume the majority are genuine as their profile is there for all to see and someone who knows them would out them if it was a scam.

The saddest ones are when asking for food, usually stating that anything will do until the food bank is open.

I’m afraid I wouldn’t believe it. They ask for £30 … how many people are going to feel sorry for them and give them £30?

I belong to a local community website which covers N&S Tyneside.
It's quite a busy site, mostly requests for help with jobs, and warnings about local crimes.
But this was different ;
"Can anyone 'borrow' me (sic) £30 to pay off my electricity bill"
Follows promise to pay back quick and he/she says they've used up all their credit extension.
Apart from the aspects of possible scam,(doubtful)
and extreme poverty in our area, what advice can we give?
TG we can well afford to help this person but how to do it?
Their finances are obviously in a mess, probably no fault of their own.
