Ah! BaNANA - but it might affect them as the accused rather than the victim. Lots of men, not sure if they are squeaky clean themselves, are liable to support the 'poor sexual ettiquete', 'misunderstanding', 'we were both drunk' excuses. They do not want legislation to be as clear cut as 'No means No'.
As to the Senator - I think he still believes the old chestnut from 50 years ago, (which fortunately I did not believe) - that you cannot get pregnant if you don't orgasam, as egg is only released by orgasm. His reasoning is that if a woman becomes pregnant as a result of a rape, then it cannot have been rape because she obviously enjoyed it!
Wonder if he is still opposed to formal sex education?
