Post Tortoises

This was a letter sent to the local free paper (edited)

I overheard a conversation in a local nursing home last week. An elderly gentleman was referring to local politicians as 'post tortoises' politicians.
Not being familiar with the phrase I asked for an explanation.

"When your driving down the road and you see a post with a tortoises on top, that's a post tortoise" I asked for a further explanation.
"You know he didn't get up there by himself, he doesn't know what to do whilst he's up there. He's elevated beyond his ability and function and you just wonder what kind of idiot put him there to begin with."

Mine's definitely not a post tortoise. She worked hard to get where she is.

Has anyone actually seen a tortoise on top of a post?
I thought it was referring to the speed at which we received our post these days.
