How about sacking GO and saving his salary for starters?

When I used to work in the private sector for a company that had many branches, and is all over the world too
the staff were asked for money saving ideas. And there were cash incentives.

One member of staff in our office, came up with many. They were mainly internal paper saving ideas ie cutting bureacracy.
One year he made nearly as much money from these ideas, [which could be duplicated worldwide, and saved the company a lot of money] as he did from his actual yearly salary.

It took a little money to set up in the first instance, but that was all.

The ideas didnt affect customers at all, or if it did, it was less paper filling for them.

I have passed it on to all the public workers in my family.
When I filled the form in, I just said I was a retired person from the education department. Actually, as I'm teaching my grandson, I'm not retired yet, am I? Should have thought of that before.
