What power does Theresa May have.

I've put this in news because it relates to the latest horrors coming out of Rotherham.
I've just been reading that the Solicitors acting for the women that these animals abused are trying to get paper work from the police.
The police are refusing to do this.
I thought that ultimately Theresa May is their boss, so surely she should be able to say, you will do this.
I want as much information as I can before I go and see my MP and ask him to bring it up in parliament.
