It is only the Government and Prime Minister who issues these invitations.

Of course she won't ( anyway) nor would she have been chuffed to meet many, many other world leaders in the past.But she will do it and smile, being the Queen....it's all about duty.

But, WW, according to the World at One and the Huffington Post story I linked to earlier, the Queen has to approve the invitations. The big questions for me are 'Does she?' (have to approve them) and, 'Has she?' (approved this one)

Critics of Trump’s executive action have noted that Saudi Arabia – where many 9/11 terrorists were from – wasn’t included on the list of countries subject to restrictions. However, the administration has noted that the list was actually drawn up by the Obama administration."
