Government/party of National Unity - how does it work?

I understand that Tom Watson has suggested this is what we need in the present circumstances.

But, how would it actually work? Who would lead it, choose the members and their responsibilities etc?

It would be up to negotiation between the various political parties, the same as a coalition.

If Brexit is anything to go by if they start negotiation today, they might just, sort of, subject to one or two minor issues and after further discussion - reach an agreement on the National Government by 2025 - 2030.
