The problem in Manchester is that the new "lockdown" is inconsistent. People can't meet in each other's houses, but even those who have been shielded have been told to go back to work, possibly entailing a journey by public transport. They can go to a pub, claim their money off voucher for eating out and go shopping. Children will be expected to return to school next month and people can go on (and return from) holiday. Trafford, which has one of the highest infection rates, has a relatively low BAME population, but Muslims feel that they have been targeted.
My daughter lives in Manchester and didn't know what was going on until she woke up the next morning. Even now, she's not 100% sure what the law is.
