Paddyanne, I have had a Blue Badge for many years. I didn't need to be on any benefits, just provide proof of my conditions and a letter from my RA consultant saying my condition was progressive and I was struggling to walk. That is awful what your daughter had to go through. Totally unacceptable.
Mine was renewed in June and it too has been lying unused.

I read face to face ones had been suspended in Scotland due to Covid and that telephone assessments were being done instead, but that it was temporary.

I believe its not being carried out by private firms here either but by medical professionals .My daughter had to appeal her PIP claim and the stress was crippling.She didn't want a load of cash she did want a blue badge and wasn't eligible for it without some benefit.She eventually got it but had the help of an adviser from Citizens advice go with her to her "interview" or interrogation.Sadly the blue badge isn't in use as her health has deteriorated and she spends most of her life in bed.Why are the DWP allowed to treat human beings in the humiliating degrading way they do ?
