They probably wanted to get photographs of it being ostentatiously delivered, to display in future as a "pivotal moment in history". Like Neville Chamberlain and the "piece of paper".

Perhaps they could have advertised it on the side of a bus.

But why worry when the millionaire cabinet pay virtually no UK tax? The cost comes out of our pockets, not theirs.

Maybe they were worried that whoever picked it up might accidentally leave it on the plane. I mean, they do have history when it comes to that sort of thing. Was it the plane with the Union Jack on it?
