A social contract? What would you include?

When the Welfare State was set up, the UK was a different place, economically, politically and culturally. Perhaps it is time to re-evaluate the 'social contract', and have a root and branch overhaul of everything from taxation to benefits, pensions, health and social care, and look at what individual responsibilities should be, as well as what they can expect in return?

I think that offering such a contract would be a good way for the Labour Party to win the next election, and that as we are going to be rebuilding the country after covid anyway, this is as good a time as any to do it. As always, however, the Devil is in the detail. So, what do you think would be a fair way to move ahead?

Should such a contract be conditional on contribution from all who are able to do so? Maybe not in the form of paid work (particularly in the case of those who are disabled or otherwise unable to do so), but in some way that recognises that this is a contract between citizens and state?

What about pensions? Should they be set at the level of the living wage? Should they be universal, or paid to those who have paid in? If so, should there be a means-tested payment to those who haven't made provision for themselves?

What about health? Should it continue to be funded by the state, or do we need to consider insurance schemes? If so, what about older people with limited incomes and existing conditions? If they have paid in all their lives should that be taken into account?

Unemployment benefit? Should that be paid as a contributory benefit, or to all who need it? What about those who are too young to have paid in?

Housing? Should we agree that everyone has a right to a roof over their head, even if they don't confirm to our idea of how to behave in it?

Any other areas to consider? Maximum income? Tax on profits from housing to keep prices faire across the generations and across the country? Compulsory service of some sort (not necessarily military)? Free education for all who want it? Or should it be paid for by all, or dependent on exam results?

Bottom line - if we were setting up a social contract, what would you want it to include?
