I am NOT referring to his stammer but his inability to complete a coherent sentence without reading from notes.

People with stammers do indeed have trouble "carrying sentences", whatever that means. Most of the time nowadays they don't have to put up with people mocking them for it.

I wonder how Biden will fare in the 5 hour talks with Putin. He normally has a hard time carrying a sentence so hope his aides are on the ball with his ear piece. No sign of Jill this time.
