Also it would mean that pretty much the entire population would be barred from university. No one actually believes you can change sex.
That is because some people don't see sex as the binary system most still believe in. For all the arguments, humans aren't just XX or XY.
Now, you can ban people from talking about that on university campuses if you want, but it won't change the fact that the belief system of sex/gender as a rigid binary is in flux. THAT is why there is so much conflict around gender these days. Most want it to remain in place, some (mostly younger people although also some dinosaurs like myself) aren't threatened by it.
It does however mean that if you want to ban people from talking about changing attitudes, you also have to ban people from talking about maintaining the status quo. You can't pick one group/side of the argument and say 'You're acceptable' just because you agree with them.
