And millions of badgers, who were very likely, according to scientific research, have been infected by cattle, and millions who did not have TB anyhow but have been culled for entire regions.

The word whitewash comes to mind. He may, or he may not have had TB? Either he did, or he didn't,I find it hard to believe that it was some indefinable mysterious illness which might have been TB or might not have been! Obviously Deffra are keen to prevent this lady from suing, so what better than to be indecisive. Stinks!
