Parl debate - are speakers reading from prepared speeches?

And if so, who prepares them?
They don't seem to be spontaneous, and the speakers seem to be reading from something in front of them.
Then add a bit of drama in the delivery.

They're reading from notes, or whole speeches, that , hopefully, they have written themselves. There is no way that the detail given in some of the speeches could be memorised. It also makes sure that they don't miss out any points they want to make.

It must be pretty daunting standing up to speak in the H o C. I should think that you'd need all the support you can get...

Some MPs do have a dreadfully wooden delivery, though.
