Was he taking a private phone call? That’s the least disreputable take I have on him, appearing to talk, laugh, wipe his face with his hand and appear to sway.

Especially when he put his hand over his face.
It’s outrageously disgraceful and utterly depressing in equal measure sad

He certainly appears to be either under the influence of substances or be midst mental health episode.
I dislike gutter journalism but this appears to be taken from tv cameras and shared on line.

If you look at people below him like Sarah Brown, some of them seem to be aware that something is going on, he is not in their line of vision so I am wondering if they could hear him.

I've seen two clips - the one of him grinning and moving his lips seems to be during the wait to start; everyone else is managing to just sit there looking contemplative.

I can't imagine he was on the phone with a hidden earpiece, he had Braverman and Coffey on either side! Which means he's a complete fidget and can't sit still and concentrate.

Not a good sign.

Even if it was while they were waiting for proceedings to commence (though that wasn’t what I have read), it was totally inappropriate to be grinning like a Cheshire cat. I assume he’s an example of being appointed in return for support.

I've just looked at a couple of clips, taken at different angles.

Strange behaviour, lips moving, grinning and looking around. Immediately in front of him is Carrie Johnson and in front of her Sarah Brown I think - both looking solemn so not as though something endearing or affectionate has been said about the Queen. Suella Braverman gives him a sideways glance.

Then in the 2-minute silence everyone is standing still heads bowed, he's looking around and seems unable to stand still.

I too dislike clips taken out of context but based on everyone' else's demeanour he acted oddly.
