Is the EHCR the new Brexit?

Would getting out of the ECHR need a referendum? Like Brexit?
I dont know. I can google. Or/and listen to the video

There is a risk the Tories will denounce the treaty obligation which allows appeals to the Court of Human Rights in order to attack immigration by refugees. That would also prevent appeals to the ECHR about employment rights and a range of potentially discriminatory matters. The Court is nothing to do with the EU - it is a body of the Council of Europe. The idea of the Council was publicly suggested in a 1943 broadcast by Churchill.
