You only need a license in tidal waters. So non tidal rivers, Norfolk Broads, Great Ooze etc don’t apply.
I think you will find your comment is incorrect. On inland waters of all types in the UK you need a boat licence. The Norfolk Broads is covered by the Broads Authority, River Ouse by the Environmental Agency, Upper Thames by the Environmental Agency and most Canals and other rivers (unless privately owned where seperate licences are required) by the Canal and River Trust.
