Dom Joly in Sarajevo

I enjoyed reading an article which Dom Joly wrote about his recent visit to Sarajevo.

The penultimate paragraph was intriguing:

.....elderly Sarajevans working out on public fitness machines, young couples snogging, dogs being walked by bejewelled owners, smoking as though it was going out of fashion.

Is it me or .......? confused

There would have to be a comma after 'dogs' for it to mean the dogs were smoking.
