Missing bar to choose "I'm on" etc

Please ignore this post I've just found the bar. Something popped up which gave me the option to show shortcut buttons

I noticed another gransnetter who recently said that the bar came up and then quickly disappeared. This has been happening to me too for some time. I am using the mobile site on a Samsung phone. There are ways around this but it would be quite useful to have the bar back again. Has anyone else noticed this?
