Can acne occurs on the dry skin?

My fiance has really dry skin and used mostly natural face moisturizer, but I am not sure why he has had so many acne breakouts. Earlier I was thinking that acne only occurs in oily skin but this is the first time I see something like dry skin acne. Ay solution will be appreciated.
