ITV net player in USA

I cannot get either BBC or ITV on a computer when in France but fine when here. There is some program you can download and someone may know what it is but I saw a report that they were tracking people who did this and fining them.

I am trying to help friends, who are in the US in their Motohome. On the Website it says that you can only view this in the UK; but I have friends in Bulgaria who view this on their laptop.
