Need to contact Buildings and when dealing 0345 2666510 phone says ‘Not registered on network’

This is a fault with the phone not the number you're dialling.
I assume you've turned the phone off and on again.
If this doesn't work you need to take the SIM card out and put it back in again. Then turn the phone off and on again.

The make of phone doesn’t matter. Which ‘phone company is he with? Is it pay as you go or monthly contract?

0345 numbers are the same as 01 or 02 numbers when calling from a mobile and are included in contracts.
Are you withholding your number? Sometimes these calls won't connect if you are.

It’s Halifax Building Insurance. Definitely 0345 6046532.

Are you sure it's 0345??? 0345 numbers seem to belong to mainly telecomms companies.

It may be the contract that he has with the phone company that doesn't allow 0345 calls. I presume you know that 0345 from a mobile are not free calls. I suggest you look up the insurance company online to see if there is another contact route.
