Rules for quarantine are so floppy it won’t make much difference!

The quarantine rules sounded quite firm to start with, - Isolate for 14 days, go home in own car, £100 fine for not filling in ‘locator form’, £1000 if you fail to isolate but then you get to the last two paragraphs.
One says you must drive to destination in own car where possible (so if that’s not possible would they have to use public transport?) It goes on to forbid use of public transport during isolation-by which time any damage will be done.
The next implies basically that you can go to the shops if you claim that no one can do that for you.

This doesn’t make sense,

We have cancelled our family holiday because we understood we’d be stuck in a gîte with no access to food shopping etc. for 14 days and then isolated on our return.
