I have heard Nick Robinson saying this in a trailer on Radio 4.

I think it is one of the characters that sits in the back rooms of the corridors of power, dreaming up "policy" and then trying to enthuse ministers with their bright ideas in the hopes that they will turn into "Exciting initiatives" for politicians to unleash upon the public, in the hopes of winning votes.
This weeks offering is on antisocial behaviour. Last weeks it was the parenthood education vouchers. Sigh emoticon.
