The Government have stopped the programme for more of these death traps and are behind in their promise (notice a pattern here?) to construct emergency laybys which by their own admission need to be closer than the 2.5 miles currently being built. National Highways insist smart motorways are the safest places to drive. Panorama says otherwise.
