From memory, it was introduced when Rishi Sunak became Chancellor. The Treasury and Number 10 back room staff were merged with Cummings in charge of all SpAds. Originally, he was in charge of recruitment, but that was changed after he'd recruited that eugenist person (name forgotten) and objections were raised.

I saw it in a Telegraph Facebook post today. Sorry I can't be more specific - but it seems that all the newspapers you can think of have it as a headline.
A few minutes later - It must have been a reference back to the link JaneAinsworth gave, BUT while looking, I found this news, 10 minutes old - www.telegraph.co.uk/news/2020/06/26/glasgow-stabbing-armed-police-reportedly-seen-storming-hotel sounds serious

This was published in the Financial Times in December last year. Shows the background of Cummings's plans for a Whitehall shake-up go back to at least 2014.

That’s not to say I approve, of course.
Like Maizie I deplore the disdain in which BJ appears to hold Parliament.

Have you got a recent link elegran?
The only thing I can find is this from last February www.google.co.uk/amp/s/www.telegraph.co.uk/news/2020/02/28/exclusive-boris-signed-contract-giving-dominic-cummings-jurisdiction/amp/

After his little sortie to Barnard Castle, the power balance might have changed?

Allegedly, the 1922 Committee is already raising concerns, although I don't know how much effect that will have.

MaizieD Fri 26-Jun-20 11:18:16

Sorry, that should have been 'meglomaniacs'.

I'm still gaping in disbelief and shock at just how easy it has been to completely over ride Parliamentary Democracy and all the conventions that have informed the institutions of government.

I wonder if any of our MPs will grow a backbone and do something to protect Parliament and the British public from this pair of maniacs and their associates.

I hardly think the title ‘assistant to the Prime Minister’ is a lowly one!
No, of course another PM wouldn’t want Johnson’s favourite advisor, they all want their own chosen spads, although nobody is replacing the PM anyway.

Dinahmo Fri 26-Jun-20 10:46:32

In effect Cummings is governing the country following the advice of focus groups and he and Johnson are ignoring the Tory MPs. It is thought that Cummings believes in the adage "give the people what they want" and we will stay in power.

If Johnson goes then Cummings too. I can't believe that any PM replacing Johnson would want to keep Cummings.

This is in all the papers today. Boris Johnson signed a contract giving Dominic Cummings 'jurisdiction' over government projects,
Although employed under the lowly title of "assistant to the Prime Minister", Mr Cummings is understood to have a special agreement, believed to carry Mr Johnson’s signature, spelling out his authority over special advisers.
