I cannot believe anyone would seriously suggest not posting new posters immediately or endorse the suggestion.
Who exactly do you feel is qualified to carry out this form of censorship?
If new posters can survive the frequently very nasty reception some old-timers on this forum give them, then I doubt "a cooling off period" would deter them.
If a neutral check is made on an application to join, by a bit of programming (aka an algorhythm) that compares their email address and the "callsign" of the device on which it is applying (every device has one!!) with a list of known trollers and spammers (yes, lists exist too) and the application turned down or referred to moderators if there is a match, then NO-ONE needs to be personally "qualified".
How on earth do you think that my bank knew to advise me that a money transfer I had tried to make was to a website that was known to be dodgy? By comparing the details of the recipient of every transfer with a list of those that should not be trusted, that is how.
