Staying over

Confused about the new rules, would it now be ok for someone to stay over at my house with their children.I know someone who has there daughter to stay over every few weeks even during lockdown, I don't want to breaking any rules.

Yes they can, read the Gvt website for a clear explanation of what is currently allowed. But you stil have to socially distance, no hugging, getting close and lots of hand washing. Try to keep windows open and spend as much time outside as you can. Don't share towels, use paper ones or have your own.
