Andrew didn’t seem to think that he had done anything very wrong and I doubt the royal family think so either. His friendships with these people were all some time ago and they were at several of the family parties, part of the circle. His family didn’t immediately reject Andrew at the time of his friend’s conviction and he continued with his royal life as usual. It has all only come to a head because of the publicity after the possible suicide and then reached crisis point with Andrew’s interview. It is more things being revealed and spoiling the public image of royalty than these things actually happening that gives concern to the palace. I am always amused by people who seem to know what the Queen is thinking and feeling. They project onto her what they would think and feel. But her life and her values, whatever they may be, will be unimaginably different from theirs.
