For me it would be those who are prepared to lay down their lives for others - soldiers, the fire and police services. Soldiers in particular get a rough deal, and can easily end up on the streets. I do reflect upon a country that is prepared to let ex army sleep on a bench, but can provide comforts, shelter and food for those who enter the country illegally. I am not suggesting that this group should be penalised, simply that both should be cared for in a humane way by a civilised society. Difficult question though - so many are deserving of more than the low wage they seem to be deemed worthy of receiving.
