NHS Shingles vaccination

Are others as astonished as I am at the complete lack of logic whereby 70 year olds get a free jab and those turning 65 now do as well but anyone in between has to wait until they are 70 or go privately?

There isn’t a lot of vaccine and this is their way of rationing it
