I don't go round checking out mens' crotches but had a boss (a tall chap) who would scratch his tackle while standing by my desk talking to me, so the said display was on my eye level without any effort on my part! I really think he didn't realise he was doing it, so I just used to look at something else, like my computer screen.
Well that isn't the same as the OP sitting in her car looking at a man fiddling is it? Lots of changing the rules here, sitting in a room with someone, someone standing by your desk. Not the same as the OP's sitting in her car watching young men which apparently happens to her a lot.
Reminds me of a joke at the police station where I used to work. Elderly woman annoyed that the man in the house opposite was walking round naked with the curtains open. Police office goes round and she says, he's up there now doing it. Police officer says they can't see anything. She replies well you can if you stand on this chair. Police advice? Don't stand on the chair. I never found out if it really happened but the officer swore it did.
