In my day as a young parent, they had to be dry before they went to Play School, let alone primary school.
My Mum was a working Mum, and so was I. Being a "busy" parent is a poor excuse. Sorry.
That was the rule when my DD was due to start playgroup and she ended up starting a term late as she wasn't toilet trained at 3. Once out of nappies she was clean and dry day and night apart from the odd accident. My DS was allowed to start playgroup at 3 despite not being totally clean and dry as by then there were 'Nappy Pants' which he wore so he could go to the toilet and pull them down but it saved the staff having to deal with accidents. He was in those at night for a while longer.
My GS stssrted school last year and is clean and dry during the day but still in nappy pants at night.
I still remember being given the job of tieing the shoelaces of a classmate in my first year at school as he couldn't tie them himself. At nthe time I remember thinking how incompetent he was, but my DS had the same problem - took ages to learn to tie shoelaces! The difference though was that I sent him to school in shoes with velcro fastenings as I didn't want the teacher (or anyone else) to have to do it for him!
I briefly worked as a teaching assistant in a reception class over 20 years ago. We had to help some of the children with changing before and after PE as clothes were put on back to front or inside out sometimes, but I don't remember any who weren't toilet trained, so things have gone seriously downhill!
