I'm not confused either! As far as I am concerned, I will not be going anywhere or booking any holidays, either at home or abroad, until all travel restrictions are lifted and the pandemic is under control, world wide!
I find it ludicrous that people would even consider booking up a holiday, when it is by no means certain that it won't be cancelled when the time comes! Also, the travel companies don't exactly have the best of records in refunding people what they have paid, do they? They make it as difficult as possible, and are very reluctant to pay people back the exact amount they are owed. ??
My son, a degree level student, had a 3 month trip to the USA booked for Summer 2020. He's also a session musician, and had saved for years from his earnings to afford it! He had to book his flights well in advance, as the previous year, he had been planning the same trip, but left it to nearer the departure time before booking, only to discover that the cost of the flights had almost doubled, which meant he couldn't afford to go!?. This time round, he books in plenty time, and then along comes Covid-19 and his trip to the States is cancelled! He then faced an almighty battle with the flight company, who were only going to refund him a fraction of the cost of his flights. It took months to resolve and only the threat of legal action forced this company to refund my son in full! Thankfully, he was going to be staying with musician friends during his trip, so didn't need to book accommodation!
People will always break the rules and do what they want anyway! And its not exactly "the rules" that we don't book holidays, merely that the Government advise us not to! If they really want to stop people booking holidays, then they are going to have to prevent the travel companies from taking bookings and ground all domestic and international flights, stop the trains from running etc etc! And since we don't live in a dictatorship, although it may seem like it at times, that's never going to happen! ?
