The priest of the parish has lost his considering cap

Can anyone remember this party game?

I have been racking my brains but can't get any further than that first line, followed by, "Did you take it?" "Who me, sir Not me, sir" The game went on until everyone except the last person had been tricked somehow into answering that the had the cap.

My father had played it as a child, he grew up in Bradford, but his parents were from Edinburgh, so I don't know which part of the country the game is from.
