Trying to arrange events when only one member of friendship circle still works

I have a circle of friends who like to do things together. If we find something interesting or cheap we go off and do it together. One of our group is still working 2 jobs due to a late life crisis in her finances. She often can’t afford to come or is working when we arrange things. She then gets annoyed we did them without her. We do try to include her and to do free things but even then she often can’t make it due to work. How do we manage this?
