Whilst 4.45am is early for mail deliveries have you thought maybe it is an early riser pensioner who is trying to suppliment their income ? I would go down the "No Junk Mail" route for your front door as suggested.

I heard the letterbox bang at 4.45am this morning. When I went to investigate a found a pile of leaflets had been put through my letterbox from several different companies. Does anybody know if it is legal to deliver leaflets at that time?.
