There was probably an earlier date in the year when she became eligible. It would be too expensive to make day by day adjustments to the relevant file of names. Best not to stress about it at this difficult time.

I think Jess is right, the qualifying date has past and the computerised system doesn't allow for changes.

And OP can't do anything with it, other than treat it as one of the assets of her MIL's estates.
