Premium Bonds for a Grandchild

Can we buy Premium bonds for a GC who lives abroad? I can’t find that information it seems I can buy them if I lived abroad but no information the other way round.

It looks as though you can, it will probably tell you on the forms when you go or fill them in, although I read somewhere that to be in with a chance of winning anything you have to invest about 25k.
