could it be that Jean-Claude Junker, former PM of Luxembourg, negotiated a very good deal for Luxembourg when in office?
EU members don't have to 'negotiate deals' with the EU about their tax policies. Each state is free to set its own rates; only VAT is supposed to be within a certain %age range. The rest are set by the state. A fact which might confuse those Leavers who like to believe that the evil EU controls every aspect of taxation and governance.
