Strange, making it compulsory for schools to buy the book
It had gone right over the top of my head!
However, having had a quick glance, is it free for primary age pupils but schools have to apply for it? Funded by Central Government?
I doubt schools would want to pay for a copy for each child, their resources are precious. But if it's free to schools, the only people who should have the right to refuse copies for the children are the parents, surely?
Beyond the remit of HT to decide whether or not their pupils should receive free copies as it is a slice of history.
Whether or not the UK government should be funding this at a cost of millions is another matter.
