Jacob Rees-Mogg has urged the next prime minister to slash back the government’s role as a prize of Brexit, suggesting it should not “deliver certain functions at all”.
A strong supporter of Liz Truss to win the race for No 10, the arch-Brexiteer called for “a re-thinking of the British state” – arguing mere cuts in public spending will not go far enough.
The Leave campaign won the 2016 campaign partly on a promise to boost spending, notably by £350m-a-week on the NHS, but Mr Rees-Mogg is pointing to a different agenda.
“Our departure from the European Union necessitates a re-thinking of the British state,” the minister for Brexit opportunities has written in a newspaper article.
“This means going beyond ministers looking for fiscal trims and haircuts and considering whether the state should deliver certain functions at all.”
It comes after Ms Truss vowed to press the accelerator on ripping up thousands of EU regulations if she wins power, which has raised fears that protections will disappear.
The Liberal Democrats said the comments would “raise fears that the worst damage to relations with our neighbours is not yet done”.
Mr Rees-Mogg argued tearing back the state’s role would allow the next government to help people with rocketing energy bills, which the leadership race favourite has said she will do through tax cuts.
“As a supporter of Liz Truss to become prime minister I am a strong advocate of the benefit of tax cuts to the economy and to the British consumer,” he wrote in The Daily Telegraph.
The call was endorsed by another senior Truss backer, former Brexit minister David Frost, who is expected to be given a leading role in her administration.
Mr Rees-Mogg was “absolutely right about the need to "rethink the British state" after Brexit”, Lord Frost said.
Layla Moran, the Lib Dem foreign affairs spokeswoman, said: “Rather than try to dismantle the British state, maybe Rees-Mogg should try and tear down the huge amounts of red tape which have been erected thanks to the Conservatives’ trade deal with Europe.”
The Best for Britain better democracy campaign group seized on Mr Mogg claiming £4bn had been found from his efficient drive – arguing it was too little to avoid dramatic cuts.
“It will likely lead to the civil service to stop delivering functions including essential public services that Tory governments continue to run into the ground,” said Naomi Smith, its chief executive.
The call comes after the respected Institute for Fiscal Studies warned that big spending cuts are inevitable if Ms Truss pursues the £30bn-plus of tax cuts she plans, calling them unrealistic.
Angela Rayner, Labour’s deputy leader, said: “There’s nothing ‘efficient’ about cutting frontline services already overwhelmed by backlogs when families are already struggling to make ends meet.
“Now Liz Truss is pledging yet more cuts which will only worsen the backlogs we already have in courts, airports and GPs, leaving people waiting even longer for passports, driving licences, and vital appointments.”

Bit difficult to comment when JRM is non specific and probably deliberately so. Just want to say that his constituency boundary is being redrawn and he is unlikely as a consequence to be re-elected at the next General Election. I am sure he is aware of that.

Who are these 'men in the shadows'?
There's nothing shadowy about what is going on. The tories have been driven by the ERG group of MPs and they are absolutely open about what they are after. Minimal state intervention, minimum regulation of anything, including workers' rights and protections, and a market free for all.
It's just really sad that much of the population doesn't understand what is going on. Or is conned into thinking it's some dark conspiracy conducted by 'men in the shadows'.

Truss may listen to him because she seems to be of the same mindset. The Guardian are headlining today with an article she wrote in 2009 supporting cuts to the NHS, arguing the service cannot be put on a pedestal, and also criticised the inexorable rise in doctors pay. She was also calling for payments to be made for GP appointments.
It’s obvious to see how the NHS comes to be in the failing state it is today, notwithstanding Covid. It was running down prior to that, and obviously fits into the ideology of the Tory party of a privatised health system.
It’s worth bearing in mind that over half of the bankruptcies in the US are reported to be because of health bills.

Oh my, Farzanah, that is the worst thing I have read for some time- bankruptcy because of health bills. I am worried that we may be heading that way. I'm a governor of a school for children with severe and complex needs. These families have so much to struggle with, but the cost of their children's medical needs isn't one of them, thank goodness.
As a mother of an insulin dependent diabetic, I am aware of the ongoing cost that keeps her alive; alive, working, paying tax, volunteering..win/win. Thank heaven for Nye Bevan.
I’d like to dismantle the Tory party but I think they’re managing it all by themselves. Ms Truss’ tax cuts will be good for the higher paid, may give an average salaried couple enough for one carefully budgeted meal for 4 but will only be a pimple on an elephant’s head re energy prices. The hardest hit will be the already poor elderly, the disabled and vulnerable surviving on benefits who don’t pay tax. Be very careful Mr Mogg the next election is only 2 years away if civil unrest doesn’t force you out earlier

Alarm bells should be ringing very loudly indeed.
Last year almost 50000 people were made bankrupt because they couldn’t afford their health bill in the USA.
I think leave voters had no idea they were voting for a reduced state, on the contrary, they thought the NHS would be better funded, we were totally misled and feel cheated, a lot of people don't have time to research properly & rightly expected the campaigns to be honest, but they weren't. That doesn't seem to bother them though.
I don't see the big deal in paying tax either, I've been on benefits when I faced hard times but like many claimants I only needed it for a few years whilst my kids were growing and am happy to pay back now & for the rest of my life. I don't want a gov't like the victorians, where the local bigwig or business is responsible for building schools, hospitals etc. cos they will build where there's money to be made, I want public buildings & services cos they cater for people & I want everyone to have access to drs' schools' benefits etc. Thats what makes this country nice to live in, until the tories took control, people were looked after & I want that again.

How many gransnetters have private health insurance? How many have insurance that will cover them for the rest of their lives?
I have no health insurance as during my working life the NHS was there to provide health care in my later years. Now suddenly I can’t see that the NHS will be able to give me the good quality care that I expected and I haven’t got private health insurance to use.
I think its an engrained thing and that some people think a state safety net is a good thing, and some think that those who need help should get off their lazy ar**es and help themselves. I really think that there is no convincing people of the other point of view, because they just can't see it.
Me, I'm of the safety net is a good thing perspective. We can't rely on philanthropy, because that means relying on people who can remove their largesse at any time they like. We can't rely on everyone to fend for themselves forever, because some people just won't be able to; I've worked in quite highly paid jobs my whole life. We've not been profligate and have resources behind us. But if we had had to pay for the medical care I received from the NHS 10 years ago, I'd either be dead or bankrupt.
I can't make sweeping statements about every Conservative, because I don't know them all. But the impression that Conservatives give is that people have to fend for themselves, dog eat dog style. While the promise of lower taxes and less state intervention looks attractive, once you point out that this means 40 hour waits in A&E, no train services and a good education only for the rich folks, the attraction pales somewhat. Without meaning to offend people, I sincerely think that most Tories just don't think this through. Or maybe I'm just compensating for the fact that surely, surely, nobody could think that these are good things?

Are we any safer for all the nanny state controls and lack of privacy and freedom? Not all all. We are controlled and not free and not any safer. If you are suggesting we make our little island a lot safer by immediately permanently expelling hundreds of thousands of foreign criminals, their families and all terrorist organisation sympathisers I'll not argue with you.

If a system allows, of course people will take advantage. I know of some ordinary people who have assets in the Caymen Islands, they lived and worked there, have taken advantage of all the financial opportunities open to them. Not just the JRMs use the system. You don't need a formal office to register a business as operating in the Caymen Islands hence taking advantage. The people I know haven't been there for many years. As I noted, if the system allows!

Jacob Rees-Mogg is a partner in Somerset Capital Management, a $6.8 billion hedge fund (over £5 Billion) managed by a Limited company in the Cayman Islands – the most notorious tax haven on earth – with 40% of its current investment in Chinese stocks. Unlike the LLP that he uses to avoid taxation in the UK, the Caymans Limited company should pay UK Corporation Tax at 19% but it is ‘technically’ located in an offshore tax haven.
The Cayman Islands imposes no direct taxes whatsoever on companies registered there: No corporation tax and no income tax, no property taxes, no capital gains taxes, no payroll taxes, and no withholding tax. This and the fact it is an LLP mean that Jacob Rees-Mogg avoids all UK taxes on his profit from this company that does not contribute to British society in any way.
The EU is, I believe, looking at pursuing people for taxes from offshore investments. Rees Mogg is a strong Brexit supporter. Funny that!

I believe that anyone who votes for or supports the Tories in any way is acting immorally. This winter we will see civil unrest. What is happening is terrifying. Forces are in control that are completely unprincipled. They are lying, they know we know they are lying, and they do not care, for they have the power - and that's ALL they care about. I am 71 and I have NEVER seen anything like this. Even some of the police are going to food banks - and these are the people who will have to quell the riots when they come. Oh! silly me! I forgot that Priti Patel is going to stop protests taking place! It was largely fear of Corbyn that got us in this state. I am no supporter of his but at least he is a man of principle. Hands in our pockets? Our pockets will be totally empty, by the time we've paid for food, fuel, and - in time - visits to the doctor. Be afraid, be very afraid....

Nothing to stop you travelling from the south of England to north of Scotland incognito - there aren’t any border checks yet. You’d have to have a large police force to deport all those criminals - oops police are agents of the state aren’t they and we can’t have that in our free for all no state society. Let’s get rid of gun laws as well shall we? Then we will truly be like the Wild West .
Truss said that the NHS should not be put on a pedestal. That reflects her attitude to a public service which has saved countless people from death and disability as well as helping those with painful long term illness, a service instituted by a Labour government. If you live in the US - a fully capitalist state - you are likely to be saddled with enormous heath bills. The Tories would like to dismantle the NHS - why otherwise are they failing to recruit much needed medical and other staff and capping the number of medical school places so some of our best A level students are shut out? Where are the 40 new new hospitals promised by Johnson? It's obvious ordinary people are at the bottom of the Tory agenda.
