I believe this is done in America, where they cut off ears and tails, declaw cats and remove voice boxes from noisy dogs.
Train your own dog, with affection and rewards.

We trained with our cocker. My sister-in-law sent her cocker to be trained. She recommended the trainer, but we live nearly 3 hundred miles apart.
There’s not much difference except ours often stops to sniff when on walks.
Her dog is better at trotting along next to her .
Her dog begs for food when we’re at the table.
Our dog doesn’t.
I guess both behaviours are what we allow them to do.

My daughter's big dog had residential training. He was a scavenger and would lurch after anyone's food and pulled like crazy on the lreash. Now he leaves food alone until given permission to eat, obeys commands and behaves on walks.

I’ve not used it and I believe the key is probably training the dog and its handler together

DH did this (free of charge) mostly for people he knew, but these were working dogs - springers and the odd lab, used to living outdoors.
Training usually took up to 6 months out of season and he’d be quite firm with the owners, if the breeding line was a bit suspect - silk purse and sows ear! He said the hardest part was teaching the owners to stick with the same commands and routine once they took their dog home. He could predict the owners who would let their dogs get away with murder and then return them for a refresher.
