Pound signs and others

Why do I get a question mark when I type a pound sign ? It's not just me, someone else had trouble on a thread I was reading. It's happening with other symbols and letters with an accent over.

It's a really weird one isn't it. Especially the fact pound signs or whatever show correctly in preview.

I think it may be a problem that only happens on small screen devices. When I type the signs on desktop, they look fine on desktop. But on small screen they have come out wrong.
