Yet, somewhat unusually, top of the list in the email but not in the subject of the email.

Is it an ‘office speak’ thing, like ‘actioned’?

I used to work with an School Office Manager who always said ‘actioned’
As in: ‘I will action it tomorrow’, instead of, ‘I will do it tomorrow’

Yes. It is the recorded date and time of a post or of a document or of an image.

For example, in your post it has in the header

Ah, actioning it is not necessarily the same as doing it.

Actioning it could mean doing it ot it could mean asking (as a euphanism for ordering) another member of staff to do it as part of that prson's duties.

Yes, in the office situation, “I will action that” often means “I will get someone else to do that. (And possibly take the credit grin)
